RTPS stands for the Right to Public Services. In Bihar, the Bihar Right to Public Services Act, 2011 gives citizens a legal right to receive notified government services within a fixed time, and the online counter for those services is the portal. Caste, income and residence certificates are among the services people apply for most, for school admissions, scholarships, job applications and welfare schemes.

Certificates people commonly apply for

  • Caste certificate: proof of your caste or category, used for reservation benefits in admissions, jobs and schemes.
  • Income certificate: proof of family income, used for scholarships, fee concessions and some welfare schemes.
  • Residence (domicile) certificate: proof that you live in Bihar, asked for by many admission and recruitment processes.

The portal offers many other services, grouped by department. Use the department and service names shown there to find the correct form.

Documents you usually need

The exact list depends on the certificate and is shown on the service page before you apply. These are commonly asked for:

  • Aadhaar or another government photo ID
  • Proof of address
  • A recent passport-size photograph
  • A supporting document or self-declaration for the claim you are making, for example a caste record or income proof
  • A working mobile number for OTP and status messages

Scan documents clearly and in the size and format the portal specifies. Blurry or cropped scans are a common reason for delay.

How to apply online

  1. Open the portal. Go to and check the address in your browser bar.
  2. Sign in or create an account. The portal’s login method can change, so follow the instructions on its home page.
  3. Find the service. Use the department menu and choose the certificate you need.
  4. Fill in the form with details exactly as they appear in your documents.
  5. Upload your documents in the required format and size.
  6. Submit and note the application number. Save the acknowledgement.
  7. Track and download. Use the Track Application Status option. Depending on the service, you may receive a download link by SMS or email, or find the certificate in your portal account or in DigiLocker.

Time limits and what to do if there is a delay

Under the Act each notified service has a time limit, which is shown on the portal for that service. If your application is delayed or rejected without a good reason, the Act provides for an appeal, and the portal explains how to file one. Keep your application number safe because you will need it.

Tips to avoid rejection

  • Write your name and your parents’ names with the same spelling on every document.
  • Apply well before a scholarship, admission or job deadline, not on the last day.
  • Check that the mobile number on your account is one you can receive OTPs on.
  • Read any remark shown against your application and correct it promptly.

No agent is needed. You can apply directly on the official portal. If a fee applies, it is shown there. Do not pay anyone who promises a faster certificate. For certificates used in recruitment, see our Bihar government jobs guide.
